A new version of the NatHERS TechNote has been published.

We are writing to notify you about changes to climate zone options in the BASIX tool for the Tamworth, Gunnedah and Upper Hunter regions.

Hi all

The NatHERS Steering Committee has approved the requested change to climate zone allocation applied to Tamworth, Gunnedah and surrounding regions.

The change will include climate zone 48 as an alternative climate zone for the following postcodes: 2338, 2340, 2341, 2344, 2345, 2346, 2347, 2352, 2353, 2342, 2380, 2381, 2382, 2329, 2336, 2337, 2339.

Please note, whilst these changes are now approved, they are not yet implemented within software. We have advised software providers of the change and requested it be implemented as soon as possible. The NatHERS Administrator is not able to dictate the timing of the implementation within software.

Changes to the BASIX portal will be managed by NSW Department of Planning, Housing and Infrastructure.

Hero & HERA will be running a informal Q&A session with members to answer any questions and help members make the transition to NCC 2022 and WoH assessments.

The recent Hero v4.0 release incorporates Whole of Home modelling to the platform, allowing NatHERS Accredited Whole of Home Certificate to be produced on the platform. Alongside the Hero launch webinar on the 18th (link) and NatHERS-hosted Hero WoH Technical webinar (link), We’d encourage you to download and install Hero v4 and turn one of your existing projects into a WoH project (it’s as simple as turning on Appliances Whole of Home in the app) so you can come loaded with ideas and questions.

The Victorian Building Authority (VBA) have released a new EE 04 Practice Note for applying the NCC 2022 Energy Efficiency provisions to Alteration to existing Class 1buildings in Victoria.

BASIX have taken further steps to address the outstanding issues with the migration of the BASIX tool to the Planning Portal. Please see the BASIX support materials webpage for issues that have been resolved and are resolving (and refresh your browser to see the latest information).

FR5 v5.5.3 (3.22) released.

Sustainability Victoria (SV) is pleased to announce that FirstRate5 v5.5.3 (3.22) has successfully passed the NatHERS accreditation process and is now available as a free download from www.fr5.com.au.
FR5 v5.5.3 (3.22) can be used to demonstrate compliance with NCC 2022 and will produce the new NatHERS certificate when uploaded to the FirstRate5 website.
Users should note that all beta version of FirstRate5 that SV has released for testing purposes (e.g. FR5 v5.5.1a) will no longer complete the authentication process and will not open. SV recommends that users uninstall all beta versions.

The Residential energy efficiency standards will commence on 1 May 2024 through the updated Queensland Development Code Mandatory Part 4.1 – Sustainable buildings (QDC 4.1).

ACT Government decision to delay

On Friday the ACT Government announced that they will delay adopting the energy efficiency, condensation mitigation and livable (accessible housing) provisions in NCC 2022 until 15 January 2024.

The factsheet includes this advice:

Until 15 January 2024, industry must continue to meet the minimum energy efficiency and condensation management requirements of NCC 2019 and the ACT Appendix to the Building Code and the Alternative requirements for substantially renovated buildings. Therefore, industry must continue to use the current (NCC 2019) version of NatHERS software and certificates.

The BASIX tool is being enhanced and is moving to the NSW Planning Portal later this year.

Energy Inspection had anticipated being able to release the full thermal accreditation version on 1st September 2023.  Unfortunately, due to some last-minute changes with regards to how software tools deal with garage ventilation and shading devices has delayed the impending release.

The following are questions that HERA put to the NatHERS administrator regarding the upcoming requirements to be enforced on the 1st October 2023. The wording in orange is the NatHERS administrators response.

The NSW Government has today announced some limited transitional arrangements for the increased BASIX Standards.

The purpose of these guidelines is to provide building certifiers with guidance on how to meet their responsibilities when applying section 37 of the BA.
These guidelines will also assist building industry practitioners to understand how transitional arrangements apply to amended building requirements.
